Purpose: 

HITsa Training and Employment (HITsa) is required to document how fees will be paid and the procedure to be followed should fees not be paid in full once competency has been achieved.

HITsa has an obligation to ensure all fees paid in advance are protected so that if a course is cancelled or the student withdraws the fees paid can be refunded subject to our refund policy and procedure.

HITsa Training and Employment staff and sites.

 

General:

HITsa will charge a fee for all training conducted.  This fee may be paid by either the student, employer or a third party.  Fees must be paid in full by the first day of attendance unless a qualification course, and in this instance a fee payment plan must have been agreed upon, documented and signed off by all parties prior to the commencement of training.

  • Fees are discussed prior to the commencement of training and policies and procedures are available at each site along with a copy on our website hitsa.com.au.

Each course or unit of training advertised will document all fees and charges relating to the course along with information of any eligibility criteria that applies for Government funded training.

When an invoice is raised for training, it includes the following statement:

Full payment of this invoice is required prior to training commencement unless other arrangements have been negotiated with HITsa. Parchments will NOT be issued to a student that has outstanding fees.

Government / third party funded training

There are instances where Government (State and/or Federal) or a third party (Job Active, Employer, Rehabilitation Provider, Career Services or School) will fund all or part of the training cost for eligible participants.  In these cases, there must be a Contract, Memorandum of Understanding or purchase order to confirm how the fees will be paid including the eligibility criteria to be met.  If the student is enrolling into “fee free” training, they must be deemed eligible and meet the criteria for fee free training prior to the commencement of training.

If the funding does not cover all the training fees, the enrolling student must be made aware of any additional costs prior to enrolment and payment of these fees must be agreed upon and invoiced at the point of enrolment and/or commencement of training.

Students completing “fee free” training are advised prior to enrolment that they must complete the full offer of training.  If this does not occur HITsa reserves the right to withdraw the student and replace them.  If this occurs, it is at the discretion of HITsa as to whether a parchment for any completed units of training will be recorded and a parchment issued.

 

Subsidised Training available via the Subsidised Training List (STL) varies based on the Government’s training priority list.  HITsa the following qualifications, not all of which are funded through the STL.

Certificate 3 Commercial Cookery SIT30816

  • Offered through an apprenticeship pathway only
  • Funded through the subsidised training list
  • Candidate screening for eligibility must occur prior to commencement of training
  • This course is funded by the State Government through Subsidised Training List therefore a student co-contribution is payable on enrolment and at the beginning of each calendar year the student is enrolled in training.  The student co-contribution for this qualification is $400 per calendar year of enrolment into training.  This is non-refundable should the student decide to withdraw or not complete the qualification.
  • If the apprentice ceases employment, they will be unable to continue until new funding arrangements are in place.
  • Fee for service cost – not available

Certificate 3 Hospitality SIT30616

  • Offered through a traineeship pathway and fee for service if the student is already working within industry as work placement is a requirement of this qualification
  • Funded through the subsidised training list
  • Candidate screening for eligibility must occur prior to commencement of training
  • This course is funded by the State Government through Subsidised Training List therefore a student co-contribution is payable on enrolment.  The student co-contribution for this qualification is $400.  This is non-refundable should the student decide to withdraw or not complete the qualification.
  • If the trainee ceases employment, they will be unable to continue until new funding arrangements are in place.
  • Fee for service cost (if candidate not eligible for funding through subsidised training list) – $2000

Certificate 3 Business BSB30120

  • Offered through a traineeship pathway and fee for service
  • Funded through the subsidised training list
  • Candidate screening for eligibility must occur prior to commencement of training
  • This course is funded by the State Government through Subsidised Training List therefore a student co-contribution is payable on enrolment.  The student co-contribution for this qualification is $300.  This is non-refundable should the student decide to withdraw or not complete the qualification.
  • If the trainee ceases employment, they will be unable to continue until new funding arrangements are in place.
  • Fee for service cost (if candidate not eligible for funding through subsidised training list) – $2000

Certificate 3 in Individual Support CHC33015

  • Funded through the subsidised training list
  • Candidate screening for eligibility must occur prior to commencement of training
  • This course is funded by the State Government through Subsidised Training List therefore a student co-contribution is payable on enrolment.  The student co-contribution for this qualification is $200.  This is non-refundable should the student decide to withdraw or not complete the qualification.
  • Fee for service cost (if candidate not eligible for funding through subsidised training list) – $2200

Certificate 4 in Leadership and Management BSB40520

  • Offered through a traineeship pathway only
  • Funded through the subsidised training list
  • Candidate screening for eligibility must occur prior to commencement of training
  • This course is funded by the State Government through Subsidised Training List therefore a student co-contribution is payable on enrolment.  The student co-contribution for this qualification is $200.  This is non-refundable should the student decide to withdraw or not complete the qualification.
  • If the trainee ceases employment, they will be unable to continue until new funding arrangements are in place.
  • Fee for service cost (if candidate not eligible for funding through subsidised training list) – $1500

Certificate 3 in Cleaning Operations CPP30316

  • Offered through a traineeship pathway only
  • Funded through the subsidised training list
  • Candidate screening for eligibility must occur prior to commencement of training
  • This course is funded by the State Government through Subsidised Training List therefore a student co-contribution is payable on enrolment.  The student co-contribution for this qualification is $200.  This is non-refundable should the student decide to withdraw or not complete the qualification.
  • If the trainee ceases employment, they will be unable to continue until new funding arrangements are in place.
  • Fee for service cost (if candidate not eligible for funding through subsidised training list) – $2000

Fee for Service training

For the delivery of fee for service training, course costs are listed for each course / qualification on our website.  Costs will be discussed prior to the commencement of training.  The following information is current for fee for service training

Where fees are paid by an individual , employer or third party

A non-refundable deposit of $50 is payable on booking

  • Balance must be paid prior to the issuing of a parchment
  • Course fees prepaid and in excess of $1500 must be protected (as unearned revenue and is a liability that must be paid back either through service delivery or as a refund).
  • Payment plans are available for courses over $500
  • Applicants may be required to attend an interview prior to acceptance into a qualification course
  • Materials provided to the student will become the student’s property upon completion
  • HITsa Training and Employment acknowledges that listed course dates may be altered due to unforeseen circumstances. Should this occur, all enrolled students will be notified as soon as possible

 

 

RTOs are required to protect prepaid fees from individual students and prospective students where the student or their representative pays the fees through direct enrolment. These requirements do not apply, for example, where an employer engages an RTO to provide training and/or assessment to members of its staff through a negotiated commercial transaction.

 

Non-payment

Students will not be admitted to class until fees are paid or payment has been arranged.  If a student commences training and does not comply with an agreed payment plan then they will not be able to re-join the course until this has been resolved and HITsa will not release results, parchments or academic transcripts.

Students will not be able to enrol in any other course at HITsa until any outstanding fees are paid in full or a satisfactory resolution has been achieved.

If a student has completed training but not paid in full, parchments will not be issued until full payment has been made.

Certificates and Parchments

HITsa will issue E-certificates for all training.  These will be emailed to the student and a copy will also be sent to the organisation making payment for training.

Hard copies are available upon request at a cost of $20.00 (including GST) per certificate.

Re-prints are available upon request and at no additional charge unless it relates to a course completed prior to December 2016 which will also incur a charge of $20.00 (including GST) per certificate.

Academic Transcripts

No charge – a copy is available upon request.

Materials

Some courses have an additional charge for books, materials, clearances and screenings or resources that will become the property of the student on completion.  Any additional charges will be listed on course marketing materials and the enrolling student must be made aware of any additional costs prior to enrolment and payment of these fees must be agreed upon and invoiced at the point of enrolment.

Recognition of Prior Learning

A student can apply for recognition and it is best if this occurs during the enrolment process.  There are fees involved should you wish to be considered for recognition and these fees are payable even if recognition is not granted.

 

HITsa will charge $50.00 per unit of training – payable upon lodgement of application form “Recognition of Prior Learning”.   The recognition process will not commence until the application fee has been paid and this fee is payable regardless of the outcome.
